Legislation, in the present times, is the primary source of law and in this context, the importance of
legislative drafting can hardly be over-emphasized. This task was assigned to the erstwhile Legislative
Department of the Government of West Bengal.
Law Department was established on 01.03.1958 after amalgamation of Legislative and Judicial
Department which were again bifurcated in 1963 with Departments - Judicial and Legislative.
In terms of Memo No. 175-L, dated 09.02.1988 of Law Department the Legislative Department has been
renamed as the Law Department with effect from the 1st March, 1988 with two branches, namely
Legislative Branch and Official Languages Branch, which also has two wings, viz. Official Language Branch
(Bengali) and Official Language Branch (Nepali).
It is beyond doubt that governance by law is the best method to administer and regulate the
development of modern society in whatsoever ramifications. Any proposal to govern is a myth if not
backed by proper rules to govern the situations and circumstances.
The Law Department is entrusted with the drafting, settlement and publication of Bills and Acts, and the
settlement of statutory notifications, rules and by-laws of the various administrative Departments of the
Government of West Bengal. This Department is also entrusted with the function of translation into Bengali and
Nepali, the Constitution of India, various Central Acts, State Acts and Rules.
